David Mincberg is an entrepreneur and businessman who knows how to get things done. He founded and ran Flagship Properties, a business that invested nearly $1 billion in Harris County.  Like Mayor Bill White, David Mincberg is an experienced CEO.  By being a good steward of public funds, David will ensure that tax dollars are being invested wisely and efficiently, as he prepares Harris County for future growth and business development.

During his tenure as County Judge, David Mincberg will: 

  • Manage Harris County like the large business enterprise that it is
  • Focus on reducing crime and making communities safer
  • Reform ethical standards
  • Plan for the future growth of Harris County
  • Work to bring good-paying jobs to Harris County
  • Open up purchasing and contracting to all qualified bidders – eliminate “Pay to Play”
  • Lead mobility efforts
  • Ensure Harris County is the best place to live and work

David Mincberg understands that honesty and efficiency are the keys to any successful operation.  David’s ability to think strategically is why in 2006, Mayor Bill White asked him to run the City of Houston’s Housing and Community Development Department as a Dollar-a-Year executive. During his tenure as the Dollar-a-Year executive for the City of Houston, David Mincberg:

  • Managed the Housing Department
  • Established impartial systems for assessing and improving apartment safety, resulting in the Apartment Security Ordinance.(Ordinance #2006-1124)
  • Envisioned and created the Better Neighborhoods program by targeting Federal funds strategically to leverage impact.

 During his tenure as President and CEO of Flagship Properties, David Mincberg:

  • Employed over 750 people
  • Invested nearly $1 billion into the local economy
  • Provided affordable homes for more than 200,000 families
  • Created jobs for Harris County residents
